HEEPS: Loan scheme for Registered Social Landlords

Now open for applications

The Scottish Government’s HEEPS: Loan scheme for Registered Social Landlords 2017/2018 is now open for applications.

Applications are now being assessed on a first come, first served basis, subject to available funding. There is currently no deadline for when applications must be received but for any successful applicants who receive a loan offer, work must be completed and funds claimed by 28 February 2018.

General loan information

Loans of between £30,000 and £1 million are available to housing associations and housing co-operatives to install energy savings improvements with the aim of progressing properties towards the required Energy Efficiency Standard for Social Housing (EESSH) standard. The loan can also be used to cover activities related to, or required in advance of, the installation of energy efficiency improvements (such as repairs to roofs in advance of the installation of loft insulation). 

Applicants should ensure their installers are selected through a compliant procurement process and are properly accredited by a certification body listed on the Green Deal Orb in the case of renewables the Microgeneration Certification Scheme (MCS). Applicants should also ensure that improvements installed are covered by appropriate OFGEM-listed guarantees and comply with the relevant industry standards.

*Only available when replacing single glazing and must be combined on your application with at least one other measure.
**For example, renewing gutters and downpipes alongside the installation of external wall insulation or repairs to roofs in advance of the installation of loft insulation. However, the cost of any enabling or associated works cannot constitute more than 50% of the loan amount.

Loans are interest free and repayable over up to 10 years. Successful loans will be subject to an administrative fee.
